Land Transport Regulatory Commission (LTRC)
Establishment:
In the year 2010, a new act for establishing a Land Transport Organization Corporation to replace the Public Transport Sector Organization Corporation was including more activities and authorities concerning all land transport types in the Kingdom.
Objectives:
This corporation aims at organizing land transport, the services and control thereof and encouraging investment in land transport in a manner that meets the objectives of the economical and social objectives.
Mission:
1.Executing the land transport public policy.
2.Working on meeting the demand on land transport services and securing them well with a proper cost.
3.Planning land transport services network including facilities and routes.
4.Setting the plans required for erecting, operating and executing land transport.
5.Locating the sites of land transport in coordination with the related entities, managing and supervising these services.
6.Coordinating with the competent bodies in setting plans for constructing roads, maintenance programs in the Kingdom and offering related recommendations in a manner that achieves the common interest of the users.
7.Setting the procedure of preventing road accidents and developing them under the international requirements in cooperation with the related entities.
The Most Important Achievements in the Year 2010:
First: Transporting Passengers:
-Passengers Transport Project Achieved During the Year 2010.
-The Comprehensive Plan of the Public Transport:
The first stage of the public transport comprehensive plan project was completed. This project aims at finding out an effective public transport for passengers. This transport shall be active, integral, safe, reliable, environment amicable, able to keep up with developments and meet the requirement of all society categories. In this stage, the information collection required for study and the current infrastructure evaluation, was completed. Moreover, new methods for public transport services contracting were suggested, reframing the schedule of public transport network, identifying services demand. A tender will be offered for completing all the project second stage works within the year 2011.
- The Consolidated Set-out Center:
About 72% of this project was completed by the end of the year 2011. This project aims at providing a high quality specifications set-out station for all external travel cars, organizing labor market and organizing the relation between the office owner and the cars' owner, plus limiting unequal competition with the non-Jordanian cars. This project was offered under BOT system after relegating the project to the consulting unit of Social Security Public Corporation for a total cost of four million Jordanian dinars. The supervising company is currently working on the project to complete the actions of building and execution. This completion and operation of this project is expected to be within the year 2011.
- Smart Transport Systems Application Project:
The project of developing and operating this project is considered one of the most important projects. This project aims at the following up the passengers' public transport means by erecting a central control room at the corporation administration and making sure that all the public transport means abide by their specified routes and the required service level plus boosting control through GPS instruments that define locations. These instruments shall be added to the buses, in general. Through this important project, the corporation sought to realize the electronic payment that facilitate the governmental decision concerning supporting the student fees at the incoming stages by using the fees collection automated system by utilizing pre-paid tickets where special machines shall be added to the buses to apply the electronic payment method. During the year 2010, the corporation offered the project tender for developing, applying and operating IT'S in the public transport sector.
- Supporting Formal Universities Students' Fees:
The first stage of this project was completed and the second stage started by supporting (34000) students till the end of the year 2010 from the two universities: Science & Technology and Al-Hashimiah at a ratio of 50% of transport fees. All of the formal universities students shall be included in the start of the year 2011.
- Loading and Downloading the Locations of the Passengers Transport Media:
(46) Locations were installed in the Kingdom three governorates: Irbid ,Tafila & Al-Balqa', in coordination with the municipalities of those governorates for selecting the locations with the most populated students regions such as universities, schools, governmental & services institutions.
- Developing the Infrastructure of (10) Departure & Arrival Centers in (10) Governorates:
Technical studies and the engineering designs required for rehabilitating (10) departure & arrival centers in (10) governorates in the Kingdom except Amman & Aqaba, were conducted. These designs include all the basic elements under the most recent international criteria for erecting model centers in the Kingdom as specified in the public transport comprehensive planning study. (6) Centers shall be rehabilitated and (4) new centers shall be constructed in accordance with time schedule & work stages. This project was divided into stages. The first stage has three centers in the governorate of Al-Karak & Jarash by building new compounds, and Madaba governorate by rehabilitating the existing departure center in cooperation with the municipalities for misappropriating the lands required for the project.
- Passengers' Information Boards
Fifty Six (56) guiding boards were installed inside Madaba governorate at Al-Shamal set-out center and Al-Janoub set-out center for providing guiding information for the citizens on the lines of transporting passengers at waiting umbrellas. This organizes passenger's time and passengers' transport mobility inside the centers of departure and arrival, clarifying the passengers' transport lines tracks, facilitating mobility process. The board has a map showing the public transport line route and other information such as: line tariff, route, buses number, the free telephone number for complaints.
- Updating Replacement:
The number of the updated vehicles during the year 2010 was 480 public vehicle whereas the total number of the vehicle as of the application of vehicles' cross out at the start of 2008 until the end of 2010 distributed as follows: (130) buses, (1247) medium passenger cars. This decision aimed at providing public transport service of efficiency and reducing the ratio of traffic accidents, environment protection, reducing the cost of vehicles maintenance, reducing the fuel consumption and promoting the rate of public safety
Second: Commodities Transport on Roads
- The Projects of Commodities Transport on Roads:
- Organizing the Commodities Transport on Roads:
The interim act no. (34) For the year 2010, the act of the Land Transport Organization Corporation which was issued and published in the official gazette on 30/09/2010. Under this act, Land Transport Organization Corporation was established and started their missions as of 01/10/2010. This corporation aim was finding out a separate corporation interested in the sector of the passengers and commodities public transport on the roads and railway transport for boosting the ability to supervise and organize the land transport sector by providing legislations governing and organizing the work of this sector.
Act no. (28) for the year 2010, the amending Act of commodities transport on roads no. (21) for the year 2006 including articles through which the carriers and shipping agents systems shall be issued and issuing licenses for commodities transport facilities on roads. Currently, the drafts of the regulations and instructions are being prepared for applying this amending act.
- The Jordanian Heavy Land Transport Fleet:
The statistics available at the corporation, until the end of the year 2010, show that the heavy land transport vehicles number is (15874). The old ones (of less than model 2000) are 61.5% out of that number. The average age of this fleet is (13.7) years. This age is relatively high compared with vehicles operational law (10) years. Moreover, there is surplus vehicles estimated as (4000) vehicles more than demand. This resulted in disorder in the offer and demand principle leading to speculations among the carriers makes fees low.
Therefore, the Corporation Performed the Following:
Stopped applying the updating replacement decision and it’s amendments for the year 2010 by reducing the age of the Jordanian transport fleet inspite of limiting the updating age of the new vehicles to three years for allowing to import ten-years-old vehicles under the Prime Ministry Council decision no. (144) dated 05/09/1998.
Having the Prime Ministry decision no. (1814) dated 29/06/2010 issued. This decision includes prohibiting the import of the Truck-tractors manufactured more than one year before the clearance year as of 01/01/2011. and giving permission to import Truck-tractors manufactured five years before the year of clearance against taking a registered operating Truck-tractor out of service through termination or re-export under an agreed –upon mechanism between the Ministry of Transport, the Jordanian custom's department and driver's and vehicle licensing administration.
Working on opening new markets before the Jordanian carriers through the works of common transport commissions with Egypt, Iraq, Syria, and Turkey.

Thirdly: Railway Transport:
Railway Transport Achievements During the Year 2010:
- Setting the strategy of developing the Jordanian railway. This includes erecting a network of modern standard railway lines connecting some of the main cities and production centers, connecting the Kingdom with the neighboring countries through about (948) kms long railways.
- The approval of the Prime Ministers' Council on the project execution framework, including the establishment of a company that as an infrastructure owner owned or contributed by the government and another company from the private sector to operate and maintain the railway.
- The Issuance of the railway national network misappropriation decision.
- The attestation of the Prime Minister Council on Jordan sharing as member in (OTIF) organization concerned in organizing the international railway transport.
- Going ahead with the mobile equipment maintenance and the infrastructure to sustain the work of Aqaba Railway Corporation.
