The Hashemite Kingdom of Jordan - Ministry of Transport - STUDY OF THE RAILWAY DEVELOPMENT STRATEGY IN JORDAN REQUEST FOR EXPRES



During 1995-1996 the Government of Jordan (GOJ) undertook several studies for the development of the National Railway Network with proposed extensions that would connect Jordan with neighboring countries utilizing as much as possible the use of existing railway corridors. Studies were undertaken by different consultancy firms covered the technical and economic feasibility of certain proposed railway lines.

The Government of Jordan (GOJ) is seeking expressions of interest from Consulting Firms/Consortia to review and update the above mentioned studies and conduct a study of the railway development and implementation strategy in Jordan the cost of which will be covered by the GOJ through the Ministry of Planning. The study will be conducted in reference to a scenario considering that the long-term railway network would comprise a “core” standard-gauge network consisting of:

· North-South railway (NSR)

· East-West railway (EWR)

This “core railway” might be supplemented by other rail lines, the operation of which would be quite independent from the core railway, or at best would have a limited impact on railway activity on the core network:

The study to be undertaken by the Consultant has four main objectives:

· Assess the financial and economic viability of implementing a railway development program in Jordan. This assessment will be done in both a national (Jordanian) perspective and in a regional (Middle East countries) perspective;

· Establish an implementation program for railway development in Jordan, regarding physical investment (classification of projects by priority) as well as institutional development;

· Finalize the alignment of North-South and East-West railways, including precise definition of railway right-of-way in sensitive areas (notably the Zarqa-Amman area and the Aqaba area); and

· Give GOJ elements to trigger interest in railway development in Jordan from the international community.

Pre-qualification Requirements - To pre-qualify for this assignment, Consulting Firms/Consortia should comply with the following requirements:

· Legal Requirements: In case the Consultant is a consortium, the members or participants shall submit a statement undertaking that if awarded the contract, they shall bind themselves to be jointly liable for the obligations of the Consultant under the contract.

· Experience or Track Record: The proponent-applicant must possess adequate experience in railway engineering as well as in economics and strategy in terms of the following:

ü Firm Experience: By itself or through the member firms in case of a Consulting Firms/consortium the Consultant must have successfully undertaken similar assignment(s). A Consulting Firms/Consortia shall be evaluated based on the collective experience of the member firms of the consortium.

ü Key Personnel Experience: The key personnel of the Consulting Firms/Consortia must have sufficient experience in the relevant aspect of schemes similar or related to the subject assignment.

ü The leader of the consortium or association will be the consulting firm specialized in economics and strategy advice.

· Financial Capability: The Consulting Firms/Consortia must have adequate capability to sustain the requirements for subject assignment (average annual turnover defined as works in progress and completed , over the last five years).

If your firm or consortium meets these conditions, we would be pleased to receive an expression of interest, accompanied by a statement of your qualifications and capabilities. The purpose of this request for Expressions of Interest is to shortlist a maximum of six qualified Consulting Firms/Consortia to whom a Request for Proposals (RFP) document will be sent to submit detailed technical and financial proposals. Consulting firms/Consortia will then be selected in accordance with the GOJ procurement guidelines that will be described in the (RFP).
